“CNC3 did not breach its concession terms with the Morning Brew show of January 7th.”
That’s the assessment of the Telecommunications Authority of Trinidad and Tobago (TATT), who informed the broadcaster of its decision, today, Sunday 24 January 2021, in correspondence issued by CEO Cynthia Reddock-Downes.
According to the TATT release, statements made regarding the United National Congress (UNC) were not a breach of the company’s broadcast concession.

TATT to CNC3: No Breach of Concession
The Telecommunications Authority of Trinidad and Tobago (TATT) has reviewed the Morning Brew programme broadcast on CNC3 on January 7, 2021 and has concluded that Guardian Media Limited – CNC3 has not breached the terms of its concession.
TATT’s Chief Executive Officer (CEO), Mrs. Cynthia Reddock-Downes in writing to the broadcaster noted that in the Morning Brew programme of January 7, 2021, there were statements made regarding the United National Congress (UNC) that caused concern within the public domain.
Mrs. Reddock Downes noted, that TATT conducted two reviews of the matter.
The first review was conducted prior to the Authority’s receipt of a formal complaint in keeping with the TATT’s Broadcasting Content Complaints Handling Procedures. She said TATT’s investigation was in keeping with Section 18(l)(m) of the Telecommunications Act Chap. 47:31 (the “Act”) that requires the Authority to:
“investigate complaints by users, operators of telecommunications networks, providers of telecommunications and broadcasting services or other persons arising out of the operation of a public telecommunications network, or the provision of a telecommunications service or broadcasting service, in respect of rates, billings and services provided generally and to facilitate relief where necessary.”
TATT conducted a second review of the matter based on concerns raised in the formal complaint received from the UNC on Wednesday 20, January 2021 and again concluded that Guardian Media Limited – CNC3 has not breached the terms of its concession.
