“The 2016 Auditor General’s Report is just a management letter. It does not contain information ascribing corruption to the People’s National Movement-led Tobago House of Assembly (THA)…”
That is how leader of the PNM’s Tobago Council, Tracy Davidson-Celestine, described the Auditor General’s Report, as she addressed party supporters on January 13th at the party’s Canaan meeting.
The 2016 report revealed that under Davidson-Celestine’s watch as head of the THA’s Tourism Division, $2.5 million was spent by September 30, 2016, for materials and equipment to design, develop and build zip line infrastructure in the Main Ridge.
However, when the auditor general looked for the evidence of the purchase, ” some ropes” were found in the Tourism Division’s warehouse.
On January 10th, 2021, the Progressive Democratic Patriots (PDP) revealed the report’s findings at its Scarborough Gardenside car park meeting.
Davidson -Celestine, the PNM’s candidate for the Lambeau/ Signal Hill electoral district in the January 25th THA elections, said the PDP’s revelations are “lies and innuendoes”.
“There is a group going around Tobago attempting to pilot a lot of lies and innuendos … trying to link me to zip line,” she told supporters.
“The PDP now has in their possession a management letter… It is a document written to a member of staff within a particular division indicating that through the auditing process, they would not have received some information, and to make a reasonable conclusion about the state of affairs of the Division, they need additional information,” Davidson-Celestine explained.
The PNM Tobago leader concluded: “A management letter is not a final report. It does not indicate that there is anything untoward in terms of any politician’s wrongdoing. Therefore, any attempt to ascribe any wrongdoing to any politician is disingenuous.”
